Noise Issues

Who to Call: Noise complaints are handled by the South Orange Police Department, 973-763-3000 or 973-378-7772.

Residents bothered by noise from a neighbor's property should call the main number of the Police department.
After 10 p.m., noisemakers are in violation of local ordinance. Before 10 p.m., police will intervene as mediators.
Residents with a chronic problem not addressed by calling in to the main desk (e.g., neighbors who frequently have noisy fights) can call Community Relations at 973-763-3000, ext. 7802.
Common objects of noise complaints are Seton Hall partiers and groups of schoolchildren.

Exemptions

According to local ordinances, the following are exempt from noise violations:

Noise from lawn mowers, leaf blowers and agricultural equipment when used with a muffler from 8 a.m. to 8 p.m. on weekdays and 9 a.m. and 6 p.m. on weekends or holidays.
Sound from church bells during religious observances.
Noise from construction, provided that motorized equipment has working mufflers (with some exceptions). Noise from snow blowers, provided the equipment has working mufflers.
Noise from external burglar alarms, provided they shut off within 15 minutes.
Noise from power tools like circular saws, saber saws and nail guns, provided they can't be heard beyond residential property lines.

Water Issues

Who to Call: The executive director of the East Orange Board of Water Commission is Harry L. Mansmann, 973-266-8869, ext. 101. You can also contact the Water Commission at water@ci.east-orange.nj.us.

The East Orange Water Company operates the Village's water system, as well as East Orange's.
Payment can be made in person from 8:30 a.m. to 4:20 p.m., Monday to Friday.
Online payment is available. There's a $2 convenience fee.
Water comes from the East Orange Water Reserve in Millburn, Livingston and Florham Park.
The customer service number is 973-266-8869.
- Call with questions on service or billing.
- Call to report a leaking water or sewer pipe or fire hydrant.
- Call to report discolored water after running the tap for a few minutes to see if it clears up.

MARYLAWN OF THE ORANGES

Its address is 445 Scotland Road; main office is 973-762-9222. Marylawn is an all-girls Catholic school for ninth through 12 grade.
It's sponsored by the Sisters of Charity of Saint Elizabeth.
There were 212 students enrolled in 2005-2006.
Students wear uniforms.
2008-2009 tuition is $6,750; financial aid is available.
The parents' association meets every second Tuesday of the month at 6:30 p.m. in the school cafeteria.

OUR LADY OF SORROWS

OLS is a K-8 school.
There were 270 students enrolled in 2005-2006.
Students wear uniforms.
2008-2009 tuition for parishioners of the church is $4,500; for non-parishioners, it's $7,250.
The Caritas Association is the home and school association. General meetings are held three times a year.

The main hospital serving South Orange is St. Barnabas Medical Center, 94 Old Short Hills Road, Livingston, 973-533-5000. It's the most common destination for local ambulances transporting emergency patients.
St. Barnabas has a well regarded Burn Center.

Village President
- Douglas Newman is the Village President.
- He was elected in May 2007.
- He serves a four-year term.
- He beat out four-term incumbent Bill Calabrese.
- He holds a BA from the University of Pennsylvania and an MBA from the University of Chicago.
- He only gets a vote when the Board of Trustees is deadlocked.
- His wife is Main Street South Orange executive director Carole Anzalone-Newman.

Board of Trustees
- There are six trustees on the Board.
- They serve four-year terms.
- The last election was in May 2007; the next is this coming May. The seats of Stacey Jennings, Terriann Moore-Abrams and Michael Goldberg are at stake.
- Four votes are needed to pass an ordinance; a resolution only needs a quorum.

- The Village Administrator and Chief Financial Officer is John Gross.
- He's a certified public manager and was appointed by the Village Board of Trustees in 1999.

Police Chief
- The police chief is James Chelel.

- He was made Director in 2003 when his post was a civilian position and then Chief in 2005.
- He graduated from Rutgers-Newark in 1982 with a degree in political science. He got a master's in criminology in 1998 from New Jersey City University.

Rent Leveling Board

The Board enforces rent increase limits, holds hearings to settle landlord/tenant disputes and grants surcharge relief.
Landlords or tenants can apply to the Board for a rent adjustment.
The Board also addresses diminution of services—including lack of heat.
Leslie Pogany, current president of the Chamber of Commerce, is the chair.
Members serve three-year terms.
The Board meets on the second Wednesday of the month at 7 p.m. at Village Hall.

POTHOLES

Potholes on county roads (Irvington Avenue, Valley Street, South Orange Avenue and Wyoming Avenue) should be reported to the county at 973-239-3366.
Potholes on other roads should be reported to the DPW.

TREES

If overhanging trees on private property seem to present a hazard, call Code Enforcement at 973-378-7715, ext. 7700.

SEWERS

Call DPW if your sewer backs up.
If your sewer backs up during non-business hours (outside 8:30 a.m. to 4:30 p.m., Monday to Friday), call the police department's non-emergency line at 973-378-7772.

LEAF COLLECTION

Leaf collection takes places from October to December (schedule varies each year).
A map showing different areas on the pickup schedule is available online.
Call 973-239-3366 for the leaf collection schedule on county roads (Irvington Avenue, Valley Street, South Orange Avenue and Wyoming Avenue).
It's allowable to rake leaves into gutters only during the designated season for leaf collection.
Spring-time pickups for leftover branches and leaves are scheduled annually.
- Branches must be under 4 inches in diameter and left on the strip between the sidewalk and the street.
- Leaves should be stuffed into bio-degradable paper bags and left on the same strip.

RECYCLING

Toters can be purchased online.
Residents and businesses are legally required to recycle.
Blue toters are used for high-grade paper products, i.e., magazines, soft-cover books, computer paper, etc.
- It's $75 to buy one from DPW.
- Hard-cover books can be included when the covers are torn off.
- 2009 pick-up dates are Jan. 29, Feb. 26, March 26, April 30, May 28, June 25, July 30, Aug. 27, Sept. 24, Oct. 29, Nov. 25 and Dec. 30.

Green toters are just for newspapers. The black inserts inside should be used for glass, food and beverage containers of aluminum and ferrous.

Toters should be placed curbside after dark on the evening before scheduled pickups, or no later than 7 a.m. on the day itself.
Senior citizens and disabled persons should contact the DPW for assistance with moving their toters.
Recyclable goods can also be dropped off at the Recycling Center, 300 Walton Ave., on Tuesday and Thursday, 8 a.m. to 4 p.m., and Saturday, 8 a.m. to noon.
Pickup for large items like appliances can be arranged with the DPW.
- People should allow 6 to 8 weeks.

South Orange and Maplewood have a shared services agreement to handle electronics recycling eight times a year.
- Four Saturdays (March 7, June 6, Sept. 12 and Dec. 19) are designated for dropoff at the South Orange Recycling Center; another four are slated for Maplewood (Jan. 24, April 18, July 18 and Oct. 24).

The Village has designated Big Green Boxes for battery disposal at locations including Village Hall, Baird Community Center and the Public Library.
Valley Auto, 114 Valley St., disposes of car and truck batteries, free of charge.
