County Executive Joseph DiVincenzo says Essex on sound fiscal footing with $31 million surplus

County Executive Joseph DiVincenzo introduced a $732 million budget Thursday that would cost the average homeower $62 more in 2013, NJ.com reported. DiVincenzo's budget increases the tax levy by 1.75 percent and marks the fourth consecutive year without layoffs or furloughs, the site wrote. DiVincenzo also said that Essex has already received insurance reimbursement for its Hurrican Sandy cost.

Renovations on Diamond Mill Pond dam started to help with water flow control.
The 277-foot dam at Diamond Hill Pond is getting an overhaul in an effort to control water flow and prevent flooding to downtown Millburn, both township and county officials said Wednesday. "It's not a question at all that it's a big help," Millburn's mayor, Sandra Haimoff, said at the announcement of the renovations, Aug 1. The dam, creating Diamond Mill Pond, is located on Brookside Drive in Millburn, which overflowed last year during Hurricane Irene flooding downtown Millburn. The county took out a loan with the state to pay for the improvements while waiting on a grant from the New Jersey Department of Environmental Protection. The County Executive Friday announced the start of a reforestation program in South Mountain Reservation that’s meant to work in conjunction with the deer cull program to help restore the forest's ecosystem. Developed in partnership with the South Mountain Conservancy, the plan calls for trees, shrubs and flowers native to the Reservation to be planted in 43 sites ranging from 5,000 square feet to 14 acres, which will be enclosed with eight-foot metal fencing to prevent deer from eating the seedlings. It's a corollary to the controversial deer cull program, which was undertaken to control the population.
